Pachand provides campaign intelligence tools for informational purposes only. We do not provide legal, compliance, tax, or financial advice. Nothing on this site creates an attorney-client or compliance-advisor relationship.
The service
Pachand offers FEC committee tracking, aggregate funding by ZIP, visualization, filing alerts, data export, and related campaign intelligence features built on public Federal Election Commission data. Features may change during our v1 launch period. Invite-only access may apply.
The service is a software tool for research and operational awareness. It is not a substitute for official FEC filings, campaign compliance systems, or professional legal advice.
FEC contributor information (11 CFR § 104.15)
Federal law and FEC regulations restrict how information from campaign finance reports may be used. 11 CFR § 104.15 prohibits selling or using information copied from FEC reports to solicit contributions or for commercial purposes involving individual contributors. Pachand is designed for campaign intelligence — not donor list sales or solicitation. We display committee filings, roll-ups, and ZIP-level contribution aggregates. We do not surface individual contributor names, mailing addresses, employers, or occupations in the product, and itemized contributor exports are disabled.
Your subscription pays for software (alerts, maps, dashboards, and workflow tools), not for purchase of individual contributor information from FEC reports. Pachand does not sell FEC contributor lists.
Pachand is an independent product and is not affiliated with, endorsed by, or operated on behalf of the FEC, any campaign, or any government agency.
Public FEC filings are published by the Federal Election Commission. Pachand may link to official FEC.gov pages for source verification. Those links do not imply endorsement or partnership with the FEC.
Permitted uses
When used in compliance with FEC rules and these policies, Pachand is intended for:
- Monitor committees and candidates on your watchlist using public FEC filing and aggregate data.
- Receive alerts and summaries about filings, cash-on-hand, receipts trends, and ZIP-level funding patterns.
- Use maps, scoreboards, and exports for internal campaign research, opposition research, and strategic planning.
- Follow links to official FEC.gov filing pages to verify source documents.
- Export aggregate GIS or summary data where the product explicitly allows it (ZIP totals only — no donor PII).
Prohibited uses
You may not use Pachand — or FEC-derived information accessed through it — in the following ways:
- Use individual contributor information obtained from FEC reports (whether inside or outside the product) to solicit political or charitable contributions.
- Sell, license, or repackage individual contributor information from FEC filings for any commercial purpose.
- Build, enrich, or maintain contributor contact lists or donor databases using FEC report data.
- Target, market to, or profile individuals identified in FEC contribution records.
- Use the service in any way that violates 11 CFR § 104.15, the Federal Election Campaign Act, or other applicable election or privacy law.
- Scrape, bulk-export, or reconstruct donor identity data beyond what the product intentionally displays.
- Misrepresent affiliation with the FEC, any campaign, or any government agency.
Accounts
- You must provide accurate registration information.
- You are responsible for safeguarding your credentials.
- Invite codes are single-use licenses issued at our discretion; sharing or reselling access without permission is prohibited.
- One person or organization may not create multiple accounts to evade limits, billing, or suspension.
- You are responsible for how your organization uses the service and for ensuring that use complies with FEC rules and applicable law.
Acceptable use
In addition to the prohibited uses listed above, you agree not to:
- Use the service for unlawful purposes or to violate FEC or other applicable rules.
- Scrape,reverse engineer, or overload our systems beyond normal product use.
- Resell, sublicense, or republishing bulk data obtained through the service without written permission.
- Harass, impersonate, or misrepresent affiliation with Pachand or the FEC.
- Circumvent product limits designed to omit individual contributor identity data.
Your responsibilities
- Verify figures against official FEC filings before compliance, fundraising, or strategic decisions.
- Ensure your organization's use of FEC-derived information complies with 11 CFR § 104.15 and applicable law.
- Consult your campaign counsel or compliance officer when unsure whether a use case is permitted.
- Report suspected abuse of the service to support so we can investigate and enforce these terms.

Data accuracy
Public FEC and third-party data may contain delays, corrections, or errors. Alerts, maps, and summaries are provided for informational purposes only. You are responsible for verifying figures before making compliance, fundraising, or strategic decisions.
Large-donation alerts and contribution exports show ZIP-level aggregates only. Donor names, mailing addresses, and employer/occupation fields from underlying FEC filings are intentionally omitted from the product, and itemized contribution exports are disabled. You agree not to use the service to reconstruct, scrape, or republishing individual donor identity data beyond what Pachand displays.
Billing
Paid plans are billed through Stripe according to the pricing shown at signup or on our website. Subscriptions renew until cancelled. Fees cover access to Pachand software and features — not the sale of FEC contributor lists or individual donor information. Refunds are handled according to our launch policies and applicable law. We may change pricing for new subscribers with notice; existing Early Adopter locked rates remain as described at signup.
Suspension & termination
We may suspend or terminate access for violation of these terms (including uses that violate 11 CFR § 104.15), non-payment, abuse, or to protect the service. You may cancel at any time through billing settings or by contacting support.
Disclaimer of warranties
THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, PACHAND AND ITS OPERATORS WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, DATA, OR GOODWILL, ARISING FROM YOUR USE OF THE SERVICE. OUR TOTAL LIABILITY FOR ANY CLAIM RELATING TO THE SERVICE IS LIMITED TO THE AMOUNT YOU PAID US IN THE TWELVE MONTHS BEFORE THE EVENT GIVING RISE TO THE CLAIM.
Changes
We may update these terms. Material changes will be posted on this page with an updated date. Continued use after changes constitutes acceptance.
