FEC public data & 11 CFR § 104.15
Filings and committee data on Pachand come from the U.S. Federal Election Commission's public APIs, e-file systems, and FEC.gov open data. Under federal law and FEC regulations — including 11 CFR § 104.15 (52 U.S.C. 30111(a)(4)) — information copied or obtained from FEC reports must not be sold or used to solicit contributions (political or charitable) or for commercial purposes involving individual contributor information. The FEC publishes guidance on this restriction at fec.gov and using information from FEC reports.
Pachand is designed for campaign intelligence — not donor list sales or solicitation. We display committee filings, roll-ups, and ZIP-level contribution aggregates. We do not surface individual contributor names, mailing addresses, employers, or occupations in the product, and itemized contributor exports are disabled. Your subscription pays for software (alerts, maps, dashboards, and workflow tools), not for purchase of individual contributor information from FEC reports. Pachand does not sell FEC contributor lists.
Pachand is an independent product and is not affiliated with, endorsed by, or operated on behalf of the FEC, any campaign, or any government agency.
Pachand may link to official FEC.gov filing or committee pages so you can review source documents. Those links do not imply FEC endorsement or partnership.
What we show in the product
Pachand displays contribution geography at the ZIP code level only, using aggregate totals. We do not show individual donor names, street addresses, cities, states, employers, or occupations in alerts, maps, or exports — even when those fields appear on public FEC filings. Itemized contribution exports are not available.
Filing alerts and ledgers show committee-level reports (form type, totals, cash on hand, and human-readable summaries). Where available, we link to official FEC.gov filing pages; those pages are published by the FEC and may contain additional public disclosure beyond what Pachand displays in-app.
Permitted uses
When used in compliance with FEC rules and these policies, Pachand is intended for:
- Monitor committees and candidates on your watchlist using public FEC filing and aggregate data.
- Receive alerts and summaries about filings, cash-on-hand, receipts trends, and ZIP-level funding patterns.
- Use maps, scoreboards, and exports for internal campaign research, opposition research, and strategic planning.
- Follow links to official FEC.gov filing pages to verify source documents.
- Export aggregate GIS or summary data where the product explicitly allows it (ZIP totals only — no donor PII).
Prohibited uses
You may not use Pachand — or FEC-derived information accessed through it — in the following ways:
- Use individual contributor information obtained from FEC reports (whether inside or outside the product) to solicit political or charitable contributions.
- Sell, license, or repackage individual contributor information from FEC filings for any commercial purpose.
- Build, enrich, or maintain contributor contact lists or donor databases using FEC report data.
- Target, market to, or profile individuals identified in FEC contribution records.
- Use the service in any way that violates 11 CFR § 104.15, the Federal Election Campaign Act, or other applicable election or privacy law.
- Scrape, bulk-export, or reconstruct donor identity data beyond what the product intentionally displays.
- Misrepresent affiliation with the FEC, any campaign, or any government agency.
Your responsibilities
- Verify figures against official FEC filings before compliance, fundraising, or strategic decisions.
- Ensure your organization's use of FEC-derived information complies with 11 CFR § 104.15 and applicable law.
- Consult your campaign counsel or compliance officer when unsure whether a use case is permitted.
- Report suspected abuse of the service to support so we can investigate and enforce these terms.

Privacy policy
Information we collect
- Account details you provide at signup (name, email, password hash via our auth provider).
- Watchlist committees, alert preferences, and notification history associated with your account.
- Billing identifiers when you subscribe (processed by Stripe; we do not store full payment card numbers).
- Standard server and product logs (IP address, browser type, pages viewed, error diagnostics).
How we use information
- Operate the command dashboard, maps, alerts, and exports.
- Send email, Slack, or SMS alerts you configure.
- Process subscriptions and provide support.
- Improve reliability, security, and product quality.
Sharing
We use infrastructure and delivery vendors (hosting, email, SMS, payments, maps) to run the service. We do not sell your personal information. We may disclose information when required by law or to protect the security and rights of Pachand, our users, or others.
Retention & security
We retain account and alert data while your account is active and for a reasonable period afterward. We apply industry-standard safeguards, but no online service can guarantee absolute security.
Your choices
You may update alert preferences in Settings, request account deletion by contacting support@pachand.com, or adjust marketing communications by unsubscribing from alert emails where applicable.
Third-party data sources
ZIP-level aggregates may incorporate U.S. Census Bureau enrichment. Map tiles are provided by third-party mapping services. Those sources have their own terms and accuracy limitations.
Cookies & analytics
We use essential cookies and local storage to keep you signed in and to operate the application. We also use Google Analytics to understand aggregate, anonymized usage (such as pages viewed and general traffic patterns) so we can improve the product. We do not use third-party advertising cookies and we do not sell your personal information.
